UNION PROPOSAL: ARTICLE
15: Seniority, BIDDING, LAYOFF AND RECALL
Section 1.0
Definitions of Seniority a) Company seniority (working at a
Harrah’s owned facility) shall be defined as the total length of an
employee’s continuous service in years, months, and days from the employee’s
most recent date of hire. The ranking of Company seniority will be used for
benefits and wages. b) Property Classification
seniority shall be defined as a bargaining unit employee’s length of
continuous service in years, months, and days from the employee’s most recent
date of hire or transfer into a bargaining unit position onto the property and
within the Table Games Department. c) Property seniority shall be
defined as a bargaining unit employee’s length of continuous service in years,
months, and days from the employee’s most recent date of hire onto the
property or transferred from
another property. d) When two or more employees have
the same seniority date, then the employee shall be assigned seniority based on
the four (4) digits at the end of their social security number. The lowest four
(4) digits shall be assigned the highest seniority and so on. e) A seniority list based
on property classification seniority shall be permanently posted on a bulletin
board in the Dealer’s Lounge, enclosed in glass and locked.
The list shall be updated quarterly and furnished to the Union. Section
1.1
Bidding When a vacancy for shift change or days off change becomes available,
the vacancy shall be posted as soon as is practicable for seven (7) days on the
Unions bulletin board as well as the Table Games Department bulletin board. Bids shall be time stamped and
submitted to the scheduler using the current form submittal procedure. Management may fill the
position temporarily during the posting period. Vacancies shall be filled by the employee
with the highest property classification seniority bidding on the position. Section
1.2
Layoffs and Recall
Layoffs shall be made in the following order: a. Probationary employees will be the first to be laid off. b. Part time Employees ( in the same seniority order as below) c. Dealers with the lowest company seniority d. Dealers with the lowest property seniority

Dealers with the lowest property classification seniority Seniority rights will remain
intact for five (5) years unless an Employee refuses a recall back to
work. Laid off bargaining
unit employees shall have the first right of recall for 5 years from
the date of the effective lay off. Employees shall be recalled in
reverse order of layoff. No employees shall be hired from outside the company
until the current employee layoff list is completely exhausted.
